인구 소멸 위험 단계별 도시 청년정책 사례조사를 통한 구미시의 청년정책 방향 연구

The purpose of this study is to suggest the direction of improved youth policies in Gumi City by analyzing case studies of existing youth policies in various cities across Korea. Six cities, including Gumi, Changwon, Seoul, Daegu, Sejong, and Hwaseong, were selected based on the risk of urban decline, and youth policy projects in each city were compared by category to identify the direction of a new youth policy in Gumi. The research method is as follows. First, prior studies were examined for the process of change in domestic population policies and youth policies to highlight the problem of population decline in Gumi and the need for improved youth policies. Second, the youth policies of the six selected cities were classified into job, housing, welfare and culture, education, and participation culture categories. Third, based on the analysis, a direction for the development of an improved youth policy in Gumi is suggested. The results of this study show that the practical effect of youth policy depends on the 'settlement' and 'quality of life' improvement of youth and families. The key to these characteristics are understood to be complex package policies such as job, housing, education, and care, and strengthening industrial and urban competitiveness. The study’s significance lies in its proposal for mid-to-long-term strategies that proactively respond to structural changes and reduced social transformation.
